Vygon is consulting on two coordinated planning applications: a full application for a new, modern headquarters facility on the southern part of the site, and an outline application for residential development on the northern part of the site.

Together, the proposals would secure Vygon’s long-term future in Swindon, make better use of underutilised brownfield land and help deliver much-needed new homes in a sustainable urban location.

Site context

The site is located at V Park, North Latham Road, Swindon, within the wider Gateway North area, an area identified in Swindon Borough Council’s emerging Local Plan as appropriate for new residential development because of its excellent accessibility.

It is close to local shops, leisure facilities, existing homes, employment uses, public transport routes and the strategic highway network, including Thamesdown Drive and the A419.

Why redevelopment is being proposed here


Vygon's existing landholding is significantly larger than its current and future needs. The proposed redevelopment strategy seeks to make best and most efficient use of the surplus land to help fund the delivery of the new headquarters building, whilst retaining the business and associated jobs.

While Vygon remains a successful business and has achieved growth in their markets, changing working practices means that the buildings are no longer fit for purpose to meet Vygon’s operational and commercial requirements. The existing premises are significantly too large for Vygon’s needs, and the site is underutilised.

The existing building has several significant maintenance and operational issues. Its mechanical, electrical and plumbing systems are dated and inefficient, and replacing them would not be economically viable. The building can also be difficult to manage for staff, with parts becoming too warm in summer and too cold in winter.

The layout of the offices creates further challenges. The large, deep floorplates make it harder to use the space efficiently and mean some areas have limited access to windows and natural light.

Overall, the building and the site itself is much larger than Vygon needs and cannot easily be adapted to provide the modern, efficient workplace the business requires.

The building was originally constructed for Motorola in 1998 and subsequently appeared in a James Bond film. It has no designated heritage status.

It is increasingly outdated and no longer meets Vygon’s operational requirements. Historic England has not listed the building, which was opened in 1998.

The proposed demolition and redevelopment would allow Vygon to remain in Swindon in a new purpose-built headquarters of approximately 60,000 sq. ft. Owing to the proposed consolidation of operational space, a significant proportion of the brownfield site would not be required by Vygon, and can be used to deliver new housing. This would make better use of a sustainable brownfield site and respond to the emerging planning context for Gateway North.

Vygon is committed to engaging with local residents, businesses, councillors and other stakeholders before the planning applications are finalised. Feedback received during consultation will be reviewed by the project team and considered before submission.

Programme

We are currently holding a public consultation which runs until late August 2026.

Following consultation, the project team will review feedback before finalising and submitting two planning applications to Swindon Borough Council: a full application for the new Vygon headquarters facility and an outline application for residential development and demolition of the existing building.

If approved, construction of the new Vygon facility is scheduled to begin in 2027 and conclude in 2028, subject to planning permission being granted in autumn 2026.

A reserved matters application would need to be agreed with Swindon Borough Council before construction of new homes could begin.
